About This Role
We believe people should love what they do.  In this role, the Sr. Contracts Specialist shall proactively provide support to contract management and directors of a particular in administering government, international and commercial contracts. Under the direction of leadership, they will support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure. In performing this role, the Contracts Specialist will:

• Support the review and risk analysis of solicitations and terms and conditions in coordination with your supervisor.
• Participate in bid/no bid decisions and proposal review meetings.
• Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, DCAA audits, and negotiations.
• Proactively administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto. 
• Prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
• Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with personnel in other functional areas. 
• Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify contract managers or directors of potential non-compliances or other problems that could have an adverse impact on the company. 
• Identify and administer contract changes and coordinate resolution of contract issues with your supervisors.
• Actively administer the closeout of completed contracts.
• Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
• Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high-risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.

Required Skills:

• Solid knowledge and understanding of basic contracting principles and all contract types. 
• Excellent interpersonal skills.  
• Strong knowledge of the federal acquisition process, government contracting principles and governing regulations (including FAR/DFAR).
• Demonstrated experience in government contract administration.
• Basic understanding of business agreements and general business practices. 
• Working knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.
• Working knowledge of Commercial and International contract terms, ITAR, EAR and US import and export regulations.
• Solid oral/written communication and organizational skills.
• Ability to effectively communicate with all levels of management.
• Ability to manage multiple work assignments and meet critical deadlines. 
• High integrity and an unyielding commitment to compliance.
• Willingness and ability to travel domestically and internationally.
• Personal computer skill proficiency.

About This Role
We are seeking a dynamic and experienced Sr Subcontracts Program Manager to lead and coordinate management of mission critical subcontractors alongside our Integrated Supply Chain (ISC) team. This role is responsible for bridging the gap between the prime contract Program Management Office (PMO) and external vendors, overseeing the end-to-end lifecycle of high-value subcontracts. The Sr Subk PM is ultimately responsible for the cost, schedule, and technical performance of these subcontracts and reporting on these metrics to the prime customer. This role requires direct involvement with subcontractors alongside their assigned ISC representative. 
The ideal candidate will have strong program management skills, depth of experience working with subcontractors, and proven success working with ISC and cross-functional teams to achieve project goals.

Primary Responsibilities:

• Supplier Leadership: Lead cross-functional subcontract management teams to ensure vendors meet milestones, quality standards, and technical requirements. 
• ISC Partnership: Function as the primary PMO representative to ISC. Assist in identifying appropriate functional groups within the organization and driving execution of subcontract relevant actions.
• Subcontract Performance: Continuously monitor subcontractor performance against established KPIs and project milestones. Work with ISC to implement corrective actions when performance issues arise. Provide status and appropriate risk escalation to senior management and customer stakeholders. Take on a lead role in regular engagements with critical subcontractors. Travel to supplier sites as necessary.
• Financial Oversight: Be directly involved in Earned Value Management (EVM), Cost Account Management (CAM), and Estimate at Completion (EAC) processes to track vendor expenditures.
• Risk Management: Proactively identify supplier risks and develop mitigation plans to protect program cost and schedule. 
• Strategic Planning: Ensure subcontractor direction and performance align with the overall program objectives.
• Scope Management: Oversee Statement of Work (SOW) generation for new sources and manage any SOW deltas / change proposals. Assist with RFP generation and assist with technical evaluations and cost analysis of subcontractor bids.

About This Role

Textron Systems is hiring a Sr Marketing & Communications (MARCOM) Business Partner who will be based at the company’s Hunt Valley, Md., location. The team designates MARCOM Business Partners for each of our business lines. MARCOM Business Partners serve as a first point of contact (POC) for emerging business line questions and requirements. Of equal importance, they work proactively with the business lines to discuss long-range business strategies including new business capture and keep-it-sold efforts. The Business Partners then engage the broader MARCOM team’s centers of excellence – Creative Services/Digital Development, External Communications, Employee & Leader Communications, Trade Shows & Events – to partner on development, execution and measurement of comprehensive, multichannel MARCOM strategies in support of their business line(s).

As a Sr MARCOM Business Partner, you will:

·         Work collaboratively with your assigned business lines at all levels, as well as with the broader MARCOM team, to create, execute and measure annual MARCOM plans, encompassing compelling campaigns and content that support domain strategies and growth. 

·         Use research, analytics and other resources to become an expert on stakeholder audiences.

·         Research the competitive landscape to inform product/program positioning and messaging, and craft clear and compelling value propositions for our products and programs that differentiate us in the marketplace.

·         Alongside the broader MARCOM team, develop, execute and measure MARCOM strategies tailored to specific audiences, ensuring that messaging aligns with each audience to drive engagement.

·         Continuously improve results by evaluating and making decisions based on key performance indicators.

Job Responsibilities (including but not limited to):

·         Establish and support product/program MARCOM campaigns as described above to drive revenue

·         Maintain accountability for all timelines and budgets associated with plans and campaigns in support of your assigned domain(s)

About This Role

The Sr Program Controls Analyst (EVMS) Compliance Analyst, will be primarily responsible for ensuring compliance with EVM guidance across the company. This includes applying project management oversight to assigned projects, developing/designing and implementing new or revised departmental policies, programs, techniques, and methods. Will provide financial and scheduling guidance to Program Management teams through the EV Core Team. Position requires a working knowledge of the Earned Value Management (EVM) Industry Standard, ANSI/EIA 748 (current version).

Responsibilities

·         Supports program teams in the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVMS reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs, CAMs and Finance Management

·         Closely supports PM team and collaborates with other functions including scheduling, contracts, procurement and central finance

·         Leads and mentors’ financial analysts and program master schedulers

·         Supports Textron Systems EVMS policy, process, tools, training and performance assessment in accordance with EIA748 Standard EVMS guidelines

·         Provides specialized EVM analysis and develops specialized reports using analytical tools as required

·         Reviews BCRs, CPRs, IPMRs, VARs, CAPs, WADs for compliance with Textron Systems and Government requirements

·         Works across departmental lines to support the implementation of system enhancements to improve the accessibility, accuracy and reliability of information

·         Supports customer audits and reviews to include program management team preparation for DCMA’s yearly Standard Surveillance Plan

·         Communicates with DCMA on a regular basis regarding EVMS assessments
