The Earned Value Management System (EVMS) Compliance Analyst for Textron Systems, is primarily responsible for ensuring compliance with the 32 EVM guidelines across the company for their assigned programs. This role requires integration with the program teams and acts as a support function providing guidance, training, document review, internal surveillance prep as well as interaction with DCMA, DCAA and customers.
The Compliance Analyst, will be primarily responsible for ensuring compliance with EVM guidance across the company. This includes applying project management oversight to assigned projects, developing/designing and implementing new or revised departmental policies, programs, techniques, and methods. Will provide financial and scheduling guidance to Program Management teams through the EV Core Team. Position requires a working knowledge of the Earned Value Management (EVM) Industry Standard, EIA 748 (current version).
Responsibilities include:
Level 2 Responsibilities Include:
- Supports the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVMS reporting and compliance support, audit support, baseline development, financial and investigative analysis, and real-time information and analysis to PMs, CAMs and Finance Management.
- Closely supports PM team and collaborates with other functions including scheduling, contracts, procurement, ops finance, and central finance
- Supports Textron Systems EVMS policy, process, tools, training and performance assessment
- Operates within the guidelines of DFAR, and related EVM guidance.
- Provides specialized EVM analysis and develops specialized reports using analytical tools as required
- Reviews BCRs, IPMRs/IPMDARs, VARs, CAPs, WADs for compliance with Textron Systems and Government requirements
- Works across departmental lines to support the implementation of system enhancements to improve the accessibility, accuracy, and reliability of information
- Works closely with cross functional teams and departments to ensure compliance.
- Supports customer audits and reviews. Communicates with DCMA on a regular basis regarding EVMS assessments.
- Leads internal ongoing surveillance in preparation for external customer surveillance
- Required to teach various EVM trainings
Level 3 Responsibilities Include:
- Supports program teams in the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVMS reporting and compliance support, audit support, baseline development and internal integrated baseline reviews, financial and investigative analysis, and real-time information and analysis to PMs, CAMs and Finance Management
- Closely supports PM team and collaborates with other functions including scheduling, contracts, procurement and central finance
- Leads and mentors’ financial analysts and program master schedulers
- Supports Textron Systems EVMS policy, process, tools, training and performance assessment in accordance with EVMS 32 guidelines
- Provides specialized EVM analysis and develops specialized reports using analytical tools as required
- Reviews BCRs, CPRs, IPMRs, VARs, CAPs, WADs for compliance with AAI and Government requirements
- Works across departmental lines to support the implementation of system enhancements to improve the accessibility, accuracy and reliability of information
- Supports customer audits and reviews to include program management team preparation for DCMA’s yearly Standard Surveillance Plan

Pay range for level II is $72,600 - $108,800
Pay range for level III $89800 - $135,600

Job Summary
The Quality Assurance Director is an advanced technical resource in the principles and application of quality systems and compliance, responsible for developing goals, objectives and the organizations quality strategies. The role executes alignment of procedures, processes and resources related to the Quality Management System and helps drive the Quality Engineering team, a Nondestructive Test Lab, Receiving and In-process Inspection, Calibration and internal auditing in support of the entire Quality Management System. The Quality Assurance Director also serves as a key liaison between Textron Systems and our customers, ensuring that mutual quality interests are aligned to enable product maturation and delivery.

In this role, you will be responsible for:
· Developing overall culture for continuous improvement in Quality.
· Promote an “end to end” focus on Lean & Quality from our Suppliers, through our manufacturing processes, and ultimately to our internal and external customers.
· Ensure all ISO 9001/AS9100 processes are followed, audited and documented showing impartial evidence of compliance.

· Maintain the Quality score cards by Work Call, Product Family and Supplier.
· Develop quality plans in support of proposals and awarded programs.
· Manage Capital, Point of Control, and Expense budgets associated with Quality operations and improvements
· Develop Quality Cost Bids for proposals as well as initial baseline budgets and estimates to compete for awarded programs.

The CNC Machinist – ProtoTRAK will set up, program, and operate ProtoTRAK mills and CNC lathes while producing precision components to engineering specifications. About This Role:
· Support the review and risk analysis of solicitations and terms and conditions and coordinate with their supervisor.
· Participate in bid/no bid decisions and proposal review meetings.
· Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, DCAA audits, and negotiations.
· Proactively administer a variety of USG DoD contracts of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto.

Responsibilities
To ensure the quality of the Technical Product Documentation by ensuring that all drawings are produced in accordance with both published national/international standards, and company design standards in a timely fashion in line with program release schedule.
Contribute to the identification of any identified technical shortcomings and recommend/propose solutions
Check and approve engineering drawings from the points of view of; technical completeness, clarity, conformance with standards, dimensional accuracy and the correct specification of materials and processes
Check and approve tolerance stack analyses for technical completeness and correctness

About This Role
Textron Systems is seeking an experienced Electrical/Mechanical Sourcing Engineer focused on Design for Manufacturing and Assembly as part of the Strategic Outsourcing Strategy. The focus will be to lead engagement with the internal customers to support the development of business opportunities, collaborate with Strategic Sourcing Managers to provide an effective, stable, and successful roadmap for Partnerships and Suppliers for Supply Chain. This individual will be responsible for providing Key engineering input (technical producibility/DFX, evaluations, assessments, etc.) to support new product development with internal customers, building and acting as the critical conduit to set up the supply base and lead complex custom supplier development projects to mature the manufacturing readiness.
The Principle Sourcing Engineer will identify, build, manage and maintain capable supplier sources, and mentor more junior members of the team to grow the team network and knowledge.
They will drive the optimization of design for supplier manufacturability, design for supplier assembly, outsourcing design to cost & quality, and further support prototyping validation/readiness leading to a successful product roadmap for stable transition to production.
Responsibilities will also include the collaboration and integration of the outsourcing strategy with other roles within the Supply Chain and Operations Team and help grow appreciation and awareness of Sourcing Engineering value in the establishment of suppliers.
The Principal Sourcing Engineer will champion other upstream activities, such as Bill of Material (BOM) development, Plan for every Part initiative (PFEP), inclusion of emerging manufacturing technologies, Design for Manufacturing (DFM), cost validation & estimating, and support to configuration control with Engineering.
The Principal Sourcing Engineer will work closely with Design Engineering Team/IPT, Engineering Prototype and Test Teams, Manufacturing Engineering and Quality to complete initial prototype builds, analyze results, and propose refinement of engineering designs and be the main technical focal for supplier management.

· Lead supplier gap analysis derived from manufacturing and technical readiness reviews, developing and executing targeted improvement plans that mature the supply chain and product for a smooth Transition to Production (TTP).
· Validate product requirements for technical capability and manufacturability, own supplier-facing DFMEA and PFMEA activities, and drive risk-reduction measures that improve overall program cost, schedule, and quality metrics.

About This Role
We are seeking a dynamic and experienced Sr Subcontracts Program Manager to lead and coordinate management of mission critical subcontractors alongside our Integrated Supply Chain (ISC) team. This role is responsible for bridging the gap between the prime contract Program Management Office (PMO) and external vendors, overseeing the end-to-end lifecycle of high-value subcontracts. The Sr Subk PM is ultimately responsible for the cost, schedule, and technical performance of these subcontracts and reporting on these metrics to the prime customer. This role requires direct involvement with subcontractors alongside their assigned ISC representative.
The ideal candidate will have strong program management skills, depth of experience working with subcontractors, and proven success working with ISC and cross-functional teams to achieve project goals.
Primary Responsibilities:
- Supplier Leadership: Lead cross-functional subcontract management teams to ensure vendors meet milestones, quality standards, and technical requirements.
- ISC Partnership: Function as the primary PMO representative to ISC. Assist in identifying appropriate functional groups within the organization and driving execution of subcontract relevant actions.
- Subcontract Performance: Continuously monitor subcontractor performance against established KPIs and project milestones. Work with ISC to implement corrective actions when performance issues arise. Provide status and appropriate risk escalation to senior management and customer stakeholders. Take on a lead role in regular engagements with critical subcontractors. Travel to supplier sites as necessary.
- Financial Oversight: Be directly involved in Earned Value Management (EVM), Cost Account Management (CAM), and Estimate at Completion (EAC) processes to track vendor expenditures.
- Risk Management: Proactively identify supplier risks and develop mitigation plans to protect program cost and schedule.
- Strategic Planning: Ensure subcontractor direction and performance align with the overall program objectives.
- Scope Management: Oversee Statement of Work (SOW) generation for new sources and manage any SOW deltas / change proposals. Assist with RFP generation and assist with technical evaluations and cost analysis of subcontractor bids.
