The Weapon Systems business is seeking a Program Manager for the Wilmington, MA location. The Program Manager will own a critical subsystem within a growing program and work within a highly collaborative and dynamic Program Office. This role requires excellent organization, teamwork, and communication skills to ensure program execution that meets mission objectives. · Managing the financial, technical, and schedule requirements of a critical program subsystem to deliver products that are technically acceptable on time and in a cost-effective manner.
· Applying Earned Value (EV) techniques to monitor and control of the Performance Measurement Baseline.
· Performing Control Account Manager responsibilities for program budget including development of budgetary baseline, review of actual costs and managing variance analysis, monthly Latest Revised Estimate updates, Estimate At Complete analysis, and sales forecast updates.

This role works closely with the Engineering and Operations teams to execute program planning and control activities for various customers. They are required to lead cross-functional teams to propose, contract, expedite and control all assigned projects in order to meet or exceed our customers’ expectations. This includes but is not limited to customer interface, quoting, project planning, risk identification and mitigation, on-time-delivery, financial management and reporting. Role Overview
We are seeking a detail-oriented?CDRL (Contract Data Requirements List) and Integrated Digital Environment (IDE) Lead?for a large-scale program. The role is responsible for managing all contractual data deliverables, ensuring compliance with defense regulations, and overseeing the effective deployment and use of the IDE for digital collaboration and data management. Serving as a liaison between government customers, contractors, and internal teams, the CDRL and IDE Lead ensures accurate, timely, and secure data delivery while optimizing workflows to meet critical program objectives.
This role requires someone with a deep understanding of government contracting, defense program requirements, and the ability to lead cross-functional teams in a classified or security-critical environment.
Key Responsibilities
1. CDRL Management:
• Serve as the primary authority for managing all CDRL deliverables, ensuring compliance with Department of Defense (DoD) and customer contract specifications.
• Interpret and analyze government contracts (DIDs, CDRLs) and establish workflows to meet all requirements.
• Develop and maintain CDRL data tracking processes in line with the Integrated Master Schedule (IMS), ensuring timely delivery.
• Partner with technical teams, subcontractors, and suppliers to coordinate contributions for all deliverables in alignment with program milestones.
• Perform reviews for accuracy, formatting, completeness, and compliance with contractual or legal criteria.
2. IDE Deployment and Oversight:
• Lead the design, deployment, and continuous management of the IDE used for collaboration and data management between internal teams, subcontractors, suppliers, and government stakeholders.
• Oversee configuration management processes within the IDE to ensure proper version control and traceability throughout the program lifecycle.
• Manage user access controls and establish governance policies to maintain compliance with DoD cybersecurity requirements (e.g., NIST 800-171, CMMC).
• Troubleshoot IDE technical issues and serve as the point of contact between program teams and IT support.
• Monitor IDE utilization and recommend improvements to streamline complex workflows.
3. Contract Compliance and Risk Management:
• Monitor all program deliverables to ensure compliance with defense industry standards and other contractually obligated requirements.
• Identify potential risks (e.g., late submissions, non-compliance) and work with IPTs to implement mitigation strategies in alignment with the program risk management plan.
• Act as a liaison to clarify requirements, provide status updates, and address evolving program needs.
• Provide management and leadership teams with consistent reporting on CDRL schedules, IDE progress, and deliverable metrics.

Job Summary
Textron Systems seeks a Senior Program Manager to support its growing Electronic Systems business. This role provides leadership for the Program Management staff and is accountable for execution on all applicable contracts in accordance with the Annual Operating Plan and Long-Range Plan.
This business line serves multiple external customers and requires developing and coordinating program requirements, plans and delivery methods with customers and subcontractors. This position is also responsible for business development strategies and capture plans, preparing and presenting briefings to potential and current customers, and preparing technical and cost proposals. The Senior Program Manager will work closely with cross-functional teams, stakeholders, and clients to deliver program performance and results.
Job Responsibilities:
• Assist in the assignment and allocation of Program Management staff to execute contracts and hold the program team accountable for all cost, schedule, and performance requirements.
• Develop and maintain positive relationships with external and internal customers.
• Manage all phases of the program, from inception to completion, and monitor adherence to established program management processes for execution.

· Program Execution and Control: Use a formal concept of operations to manage activities, monitor performance and implement changes to meet technical, quality, schedule, cost and other objectives
· Risk, Issue and Opportunity Management: Use an integrated methodology to capture opportunities, mitigate risks and correct issues
· Program Communication: Maintain strong relationships with internal and external stakeholders
· Responsible for managing overall project KPI’s and present to leadership team during program reviews
· Responsible for internal monthly Program Management Reviews (PMRs) and quarterly Textron Systems Quarterly Business Reviews related to R&D efforts

- Assists team with implementing corrective actions and mitigation strategies to realign efforts with project goals

About This Role
The (Associate) Program Master Scheduler is responsible for development, coordination, and implementation of the Program Master Schedules and their integration into the program work products. The position will be a part of the program team and work day-to-day with the program managers and control account managers.
- Develop and maintain the Program Integrated Master Plan/Schedule associated with the entire project lifecycle from RFP to program closeout that are compliant to applicable DIDs, PASEG, GASP and WBS Standards
- Lead regular status review meetings to capture accomplishments, resource and duration adjustments as well as maintain interdependencies
- Ensure integration and synchronization of cost and schedule data
- Advises the Program Manager and Control Account Managers on schedule performance, forecasts, and risks
- Identifies, negotiates, and resolves conflicts between the stakeholders in the scheduling process
- Participate in external and internal reviews of the schedule, including surveillance and audits
