About This Role
Textron Systems is seeking an Electrical Engineer to join our team. This individual will work as part of a multidisciplined design engineering team during the development phases of an emerging program. The individual will be responsible for developing new analog designs and the transition of those designs into military qualified hardware. The individual should be familiar with Mixed Signal electronics design, switching power supply design, ordnance initiation, and high-density PWAs. The individual should be familiar with using OrCAD Capture, LTSpice, and Allegro. Our Design Engineering team is focused on developing and improving new product designs to support advanced emerging programs for military customers.

We are seeking a talented test engineer with an Electrical Engineering background to support a major US Air Force Program. As a Test Engineer, you will perform planning, coordination, and execution of electronic component, subsystem, and full system tests as well as other evaluation activities across the program. Responsibilities
· Oversee and execute functional and environmental testing of electronics, including directing and guiding junior test engineers
· Coordinate, schedule and lead test activities to ensure that test requirements and objectives are met per customer/program requirements and engineering and quality standards.
· Lead both in-house and field data collection activities including setup and operation of high-speed cameras, telemetry systems, onboard instrumentation, and data recorders.
· Generate Test Plans that provide verification method of system requirements and identify necessary test equipment, fixtures, and facilities.
· Perform Test Readiness Reviews and produce Test Reports
· Perform preliminary “quick-look” analysis and provide post-test de-brief to engineering team and customers
· Analyze electrical program requirements for consistency and completeness, resolve discrepancies.
· Determine measurement techniques, identify and procure instrumentation, and design test systems to perform requirements verification.
· Provide acceptance criteria specified as measurable parameters for validation of system requirements including digital, analog, and timing outputs
· Analyze and document requirements for automation of test processes, measurement acquisition, and data analysis and for efficient utilization of resources (test range, environmental equipment, etc)
· Analyze and document for test hardware and software engineers strategies for implementation of tests in real world performance conditions including for example min/max parameter limits
· Analyze system interfaces to ensure complete coverage of test requirements.
· Coordinate with appropriate program, engineering and external organizations during test planning, execution, analysis and reporting phases
· Collaborate with multi-discipline design team to produce Test Procedures and Data Collection methods.

The Weapon Systems business is seeking a Program Manager for the Wilmington, MA location. The Program Manager will own a critical subsystem within a growing program and work within a highly collaborative and dynamic Program Office.

The Program Manager will have responsibilities including but not limited to the following:
- Managing the financial, technical, and schedule requirements of a critical program subsystem to deliver products that are technically acceptable on-time and in a cost-effective manner.
- Applying Earned Value (EV) techniques to monitoring and control of the Performance Measurement Baseline.
- Performing Control Account Manager responsibilities for program budget including development of budgetary baseline, review of actual costs and managing variance analysis, monthly Latest Revised Estimate updates, Estimate At Complete analysis, and sales forecast updates.
- Zeroing in on Integrated Master Schedule (IMS) critical path for the subsystem and creating actionable plans to ensure on-time / early completion of tasking on that critical path.
- Managing Risks & Opportunities for the subsystem.
- Interfacing with critical suppliers and Textron Systems’ internal Procurement organization to communicate program updates / changes to and from the supplier.
- Coordinating formal customer briefs and leading internal dry runs prior to the event.
- Working closely with the customer’s Program Manager(s) and communicating program progress both internally and externally.
- Leading proposal generation and submittal to the customer.
- Mentoring Project Managers.

Textron Systems is currently seeking a Contracts Business Manager with seven to twelve years of contract experience. In addition to providing contract leadership, advice and support to management and programs teams, the candidate will be responsible for all aspects of contract management throughout the entire contracting process, from pre-proposal activities through contract closeout. In performing this role, the Contracts Business Manager will:
Responsibilities
- Serve as the primary customer interface and official point of contact for all contractual matters during all phases of contract formation and administration.
- Reviews terms and conditions to identify and recommend mitigation strategies for potential areas of risk, to include acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas.
- Participate in bid/no bid decisions, provide guidance on proposal development strategies, participate in proposal color reviews, maintain cost or pricing data records for TINA compliance, support fact-finding and agency audits, and lead negotiation teams.
- Proactively manage and administer a variety of contracts (government/commercial, domestic/international) of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, T&M, etc.) and modifications thereto; prepare and coordinate business correspondence; generate required contract related reports; and maintain accurate and complete contract files and records for the company.
- Remain actively engaged with, and serve as an integral member of, assigned management and program teams. Develop strong interfaces with personnel in other functional areas and maintain close contact with appropriate levels of management as necessary to be effective. Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing and payments), and notify program leaders and management of potential non-compliances or other problems that could have an adverse impact on the company. Recommend to program leaders and management contract solutions and strategies that will favorably impact the company.
- Identify, manage and negotiate contract changes, and coordinate resolution of contract issues internally and externally. Work with program leaders and management to ensure that an effective contract change management process is in place. Provide advice and guidance regarding conflict disputes and actively participate in resolution of these matters.
- Actively manage and oversee the process of closing out completed contracts.
- Ensure contract management activities are conducted in accordance with company policies and procedure, applicable laws and regulations, and customer requirements.
- Serve as an integral member of the Textron Systems Legal and Contracts organization and forge a close working relationship with Legal department members. Ensure coordination with Legal on contract matters that may have legal significance prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.
- Actively pursue continuing education opportunities to remain abreast of industry trends and changes to contracting laws, regulations and practices.
- Identify opportunities for process improvement, applying Six Sigma principles and concepts where appropriate.
