For this program Textron Systems has developed the Cottonmouth® ARV, a recon vehicle to be feared and a force-multiplier armed to the fangs with advanced full-spectrum reconnaissance and surveillance sensors. It’s expertly designed to defeat threats beyond line of sight and comes complete with cutting-edge technologies that will keep adversaries up at night. Cottonmouth was developed using a Modular Open Systems Approach (MOSA) that is Ground Vehicle Operating System (GVOS) based employing the Tactical Assault Kit Extended (TAK-X) framework for easy capability integration. Textron Systems is seeking a Project Manager to join our Land Systems team at the Slidell, LA facility. We believe people should love what they do – in this role, you will be responsible for:
Responsibilities:
The Land Systems Project Manager is responsible for cost, schedule and performance of ongoing projects as part of the Advanced Reconnaissance Vehicle Pre-Production Development program. The position directs all phases of a project, from inception to completion. Establishes, with the program team, program manager and engineering managers, milestones, master schedules, project financial baselines and monitors adherence to the project master plan/schedule and financial baseline, identifies performance or project problems and obtains solutions. Will have Control Account Management responsibilities for projects covering material, labor and subcontractors. Responsible for coordination and timely execution of all project related activities.
Coordinates with Land Systems Sr. Program Manager as a secondary customer contact for project activities. Leads all internal and external project reviews for assigned projects to include discussions relative to cost, schedule, and performance. Provides leadership to functional project teams, ensures the team is performing tasks effectively and within objectives identified. Is responsible for delegated project risk management (tracking, reporting and mitigation). Will direct teams in a matrix organization that support integration and test over the entire product lifecycle, execution of tests at defined test locations, and test site logistics.
May act as an Integrated Product Team (IPT) lead where the candidate will direct work of employees assigned to project from technical, manufacturing and administrative areas.

We are seeking a highly skilled professional to join the Crewed Land Systems team as Program Manager. This role holds responsibilities for overseeing and managing the successful execution of the Advanced Reconnaissance Vehicle (ARV) Pre-Production Development Program ensuring performance to scope, budget, and schedule requirements for assigned scope. This position directs all manufacturing-related phases of design and development of the ARV from inception to completion, including achievement of the transition to production. This role will establish readiness of the entire manufacturing value chain including internal and external operations for the required vehicles, blast hulls and system integration labs. The Program Manager will work closely with cross-functional teams, stakeholders, and clients to deliver program performance and results. Specific responsibilities include:
• Creates, implements and executes Manufacturing Plan per contract requirements
• Leads efforts for major program reviews related to manufacturing and supply efforts including process verifications and supplier production readiness reviews
• Places special emphasis on hull fabrication suppliers using friction stir welding techniques, to reduce performance risk and achieve quality objectives
• Drives manufacturing quality assurance implementation and readiness for production
• Creating, implementing, maintaining and executing program plans to achieve cost, schedule and quality objectives
• Establishing the EVMS performance baseline for the program execution plans with the program and functional teams
• Leading coordination with engineering, supply chain, manufacturing, and quality teams to ensure program requirements are met
• Coordinates with other Program leaders to assure holistic design is accomplished for the entire product lifecycle to achieve end-user success
• Detecting program issues and risks, and implementing corrective actions and mitigation strategies to realign efforts with project goals
• Identifying program opportunities and defining a promotion plan
• Participating, with Land Systems Contracts Manager and ARV Program Lead, in negotiation of contract changes
• Serves as a Point of Contact with external and internal stakeholders, providing regular updates on program status, milestones, and potential challenges of assigned scope
• Supports execution of new or continuing program capture pursuits and associated proposals as assigned
• Ensure compliance with industry standards and program requirements

Airborne Tactical Advantage Company (ATAC), a division of Textron Systems, provides tactical flight training and adversary services. Textron’s extensive global reach makes for an incomparable training resource, not only for the U.S. military but also for foreign militaries across the globe. ATAC currently provides tactical flight training and adversary aggressor services for U.S. Navy, Marine and Air Force pilots and is actively pursuing many foreign programs as well.

Summary
ATAC is part of the contracted air services (CAS) market, which is poised for rapid growth over the next three years and ATAC is seeking a Capture Manager to execute established Textron pursuit / capture processes to win new business, and maintain our position as the CAS industry leader.
ATAC’s Capture Manager will report directly to the Director of Global Military Sales (GMS) within Business Operations at ATAC. This is a full-time position with the option of working from one of ATAC’s CONUS locations (Newport News (VA), Cherry Point (NC), Ft. Worth (TX), Luke AFB (AZ) or Naval Base Ventura County (CA). Travel is required 10-20% of the time.
The Capture Manager will work within ATAC’s Global Military Sales team. This team of 4-5 individuals is responsible for the smart, incremental growth of ATAC’s business worldwide. The principal line of business is supporting adversary air training.
ATAC also pursues business in the air-to-surface category, doing research and development flights, and providing fleet integrated training. ATAC has recently won a contract for Standoff Jamming Jets services, and the Capture Manager should expect to work in the special missions arena (EW, ISR, etc.), as ATAC intends to grow in this area in the future.
This opportunity is for an experienced, motivated and organized candidate to integrate best-practices to create successful Capture teams and own new pursuits across all phases of activity. The Capture Manager role reports to the Director of Global Military Sales within a matrix organizational structure and also serves as an initial program manager (PM) for the opportunity, until handed off to the execution PM.
The position requires someone who develops long-term relationships and develops long-term programs for multiple customers and contracts. 100% of our future business is generated through DOD contracts. The Capture Manager is the point man for ATAC’s relationship with the customer for future business – developing a rapport with the customer to better understand their needs, developing proposals that best solve their needs, and carrying out the initial standup activities after successful contract award.
We are looking for someone who is excited by and passionate about the opportunity to offer ATAC’s industry-leading tactical services to the best customers in the world – the US military warfighter. The successful candidate will have previous experience and a proven track record leading Capture teams in defense industry settings. Strong organization and collaboration skills are essential.
In summary, the Capture Manager will be responsible for all facets of Capture Planning and the Proposal Planning Process. The Manager should expect to also be responsible, post-award, for the successful handoff to a Program Manager responsible for the management of ATAC flight operations going forward.
Job Responsibilities
- Implement a capture planning discipline to capture new business efficiently.
- Select a compatible medium (Sharepoint, for example) to develop, review, share, and update capture plans in the company.
- Keep the capture process relevant, dynamic, flexible and interactive.
- Maintain a balance between capture planning, proposal development, and a handoff to designated PM for execution.
- Gain and maintain senior management approval and support.
- Commit the right people to the capture and proposal teams.
- Assign specific objectives, schedules and completion dates to different managers or cross-functional team members.
- Establish regular decision gate reviews (O/W/R/S) to determine whether to advance the opportunity to the next phase, or to end the pursuit.
- Establish the proposal team and work with the proposal manager to establish a cadence to ensure the proposal is complete and delivered on time.
- Schedule color team reviews to improve the product – whether it is a capture plan, strategy, proposal or underlying processes.
- Submit all proposals and capture/proposal documents on time.
- Post-award, complete all initial steps to guarantee a smooth handoff to the execution PM.
- Act as the company’s primary communicator with the government during all capture and proposal events.

- Managing the financial, technical, and schedule requirements of program components to deliver products that are technically acceptable on time and in a cost-effective manner.
- Developing and presenting formal briefs to internal and external audiences, reviewing and editing content from other stakeholders, and leading internal dry runs prior to the event.
- Understanding the Integrated Master Schedule (IMS) and critical path for a subset of the program and executing any mitigation efforts to ensure on-time / early completion of tasking.
- Supporting Control Account Managers (CAMs) in execution to a baseline budget – ensuring accurate Estimates to Complete and robust variance reporting from all CAMs supporting a subset of the program.
- Interfacing with critical suppliers and Textron Systems’ internal Procurement organization to communicate program updates / changes to and from the supplier.
- Working creatively to solve customer problems and communicating program progress both internally and externally.
- Assisting with proposal generation and submittal to the customer.
