About This Role
The Sr. Export/Import Compliance Analyst will proactively oversee all export compliance matters for Textron Unmanned Air Systems located in Hunt Valley, MD. S/he will interact with employees at all levels and will work both independently and with other members of the business and members of the Legal, Contracts & Compliance Department staff on a variety of international trade compliance matters. The role requires successful management of a broad range of responsibilities in a fast-paced, multi-tasking environment.
· Provide a full range of proactive export compliance guidance to program management, contracts, procurement, business development, shipping, security and other functional areas within the Company
· Prepare and submit DDTC and Commerce license applications, Technical Assistance
· Assist in the research and interpretation of export compliance regulations
· Agreements, Manufacturing License Agreements and Warehousing Distribution Agreements
· Determine the applicability of ITAR exemptions, ECCNs and use of Commerce exceptions
· Work collaboratively with in-house attorneys and outside council to ensure compliance with applicable laws and regulations
· Provide support in connection with internal/external audits and investigations
· Track application status, maintain database of granted export approvals, satisfy record-keeping requirements, and prepare required reports
· Perform self-assessments
· Assist in maintaining up-to-date Export Compliance Policies, Procedures and Manuals
· Plan and conduct employee training
· Other duties as assigned in the areas of export classifications, export/import compliance support, and product movement.
· Ability to back up I/E team as needed

About This Role:
We believe people should love what they do. In this role, the Contracts Specialist shall proactively provide support to contract management and directors of a particular in administering USG DoD contracts. Under the direction of leadership, they will support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure. In performing this role, the Contracts Specialist will:
· Support the review and risk analysis of solicitations and terms and conditions and coordinate with their supervisor.
· Participate in bid/no bid decisions and proposal review meetings.
· Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, DCAA audits, and negotiations.
· Proactively administer a variety of USG DoD contracts of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto.
· Prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
· Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with personnel located at other business sites in Slidell, LA and Hunt Valley, MD in other functional areas.
· Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify contract managers or directors of potential non-compliances or other problems that could have an adverse impact on the company.
· Identify and administer contract changes, and coordinate resolution of contract issues with your supervisors.
· Actively administer the closeout of completed contracts.
· Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.

We are seeking a detail-oriented and proactive Contract Closeout Specialist to support the timely and compliant closeout of government, international, and commercial contracts. In this role, the Contract Closeout Specialist will work closely with contract managers, financial leaders and program teams, supporting all contractual steps required to bring contracts to formal closeout.

Key Responsibilities
- Lead and actively administer the closeout process for completed government and commercial contracts across various types (cost reimbursement, fixed price, T&M, IDIQ, etc.).
- In accordance with Textron’s Process/Policies, review contract documents, modifications, and terms and conditions to determine closeout requirements and outstanding actions.
- Prepare and coordinate closeout related correspondence and reports; maintain accurate contract files and documentation.
- Collaborate with program management, finance, supply chain, and other functional teams to obtain required deliverables and resolve open items.
- Monitor key closeout elements such as deliverables, funding status, invoicing, final payment, and subcontract closure.
- Identify administrative or contractual issues affecting closeout progress and coordinate with contract management leadership to resolve them.
- Ensure all closeout activities comply with company policies, customer requirements, and applicable laws and regulations (including FAR/DFARS for government contracts).
- Escalate contract matters with potential legal significance to the Legal department for review and guidance

About This Role
Reporting to the TSC Principal Export Traffic Compliance Lead, the Sr. Export/Import Traffic Analyst will proactively handle export/import compliance matters for Lycoming as assigned with little assistance. Will interact with employees at all levels and will work both independently and with other members of the Legal, Contracts and Compliance Department staff on a variety of interesting international trade compliance matters. This person will play an essential role in Lycoming’s international operation team, managing both Air and Ocen Export/Import shipments from quote to delivery. This position will serve as a principal representative to customers and maintain strong relationships with vendors, agents, and regulatory authorities to ensure smooth, compliant, and cost-effective international shipments. This role, located in Williamsport, PA requires successful management of a broad range of responsibilities in a fast-paced, multi-tasking environment. In performing this role, the Export/Import Traffic Analyst will:
· Review import/export documents and work with Customs Brokers to expedite customs clearance of Company products that have been delayed.
· Apply U.S. Customs regulations to business transactions ensuring corporate customs compliance, including handling tariff classifications of imported/exported merchandise, valuation issues, country of origin determinations, USMCA and other Free Trade Agreement-related issues, submitting requests for binding rulings, protests and appeals, and duty minimization programs (e.g. duty drawback, inward processing/foreign trade zones, temporary imports, etc.).
· Code Customs Broker import invoices for payment and review import entries for errors
· Work in collaboration with in-house attorneys and outside counsel to ensure compliance with applicable laws and regulations.
· Provide support in connection with internal/external audits and investigations.
· Track application status, maintain database of granted import/export approvals, satisfy record-keeping requirements, and prepare required reports.
· Assist in maintaining up-to-date Export/Import Compliance Work Instructions.
· Assist in planning and conducting employee training.
· May perform other Trade Compliance duties as assigned
· Communicate with Sales and Customer Service to ensure all required documents have been obtained
· Customs compliance and ATF permit preparation experience, with progressively more complex responsibilities as well as working knowledge of the OCR EASE a plus.
· Manage and oversee export shipments from booking through delivery
· Liaise with international agents to ensure smooth operations
· File AES and review for accuracy and compliance
· Understand all elements of the import and export customs DLWI (Desk Level Work Instructions) and correctly interpret this information to ensure a compliant transaction
· Assist with verification of customs declaration information and the submission of such to the customs authority.
· Interact with customs authorities to address any issues/questions that may arise during the clearing process.
· Ensure timely customs clearance of cargo to customers for Import and Export shipments.
· Verify documents received for Import and Export customs purposes are compliant and correct.
· Ensure compliance at all times with regulations. This includes internal policies and procedures such as Company Work Instructions (WI) and external government regulations
· Keep up to date on all regulatory requirements governing the import and export of goods. This includes but is not limited to customs procedures for imports and exports, other government agency requirements
· Direct, active interaction with assigned Sales, Sales Support, shipping and receiving, and export teams to ensure awareness of all activities and taking lead role in problem resolution.
· Assist the Principal Export Traffic Compliance Analyst as needed, for any issues related to export compliance.
· AES filling audits.
· Review and act on any service issues, feedback from/to ops/sales including reviewing/initiating CARS

About This Role
An Import/Export Analyst provides timely submittal of accurate and complete documentation related to Export/Import requirements to US Government Agencies and BU staff inclusive of interfacing on a regular basis with U. S. Customs Department.
In this role, you will be responsible for:
· Plan,develop and execute Technical Data Licenses, Techical Assistance Agreements and Manufacturing Licensing Agreements, Bureau of Alcohol, Tobacco and Firearms and Explosives Permits in support of Business Development & Planning and Contracts Departments.
· Conduct compliance audits in accordance with the Export Management Systems Manual.
· Support functional organizations such as Business Development, Supply Management, Engineering, Program and Contract Management.
- Prepare DDTC and Commerce license applications, Technical Assistance Agreements, Manufacturing License Agreements and Warehousing Distribution Agreements. Determine applicability of ITAR exemptions, ECCNs, and use of Commerce license exceptions
· Assist in the development/design and implementation of Corporate initiatives and conduct Export compliance training.
· Maintain current knowledge of Export Regulations by attending annual conferences.
· Review and approve Shippers Export Declarations and coordination of Freight Forwarder requirement will constitute a crucial element of this function.
· Perform other compliance activities as determined by the Director of Global Trade Compliance in support of Corporate and Divisional Internal Controls, Federal Acquisition Regulations (FAR), U.S. Export/Import Regulations, the Foreign Corrupt Practices Act, and other associated laws and regulations.
· Perform other job related duties as assigned by management.
· Assist in identifying potential areas of compliance vulnerability and risk, support the development/implementation of corrective action plans for resolution of problematic issues in coordination with local leadership, company desk procedures, and provide guidance on how to avoid similar situations in the future
· Interpret trade and compliance policy and provide procedural and regulatory guidance and assistance to affiliate operating units in resolving complex import/export related issues; has the authority to invite subject matter experts to support issue resolution if necessary
· Provide reports as required and as requested to keep senior management informed of the operation and progress of import/export efforts

About This Role
We are looking for a proactive and detail-oriented Litigation Staff Attorney to support all aspects of litigation matters at Textron Systems, with a particular focus on commercial litigation and disputes. The Litigation Staff Attorney will also provide support to Textron Systems and its business lines in products liability cases, and advise on corporate governance matters, contract issues, regulatory inquiries, and commercial transactions. The successful candidate will have strong analytical skills, excellent writing and communication abilities, and prior litigation experience. This role will report to the Associate General Counsel for litigation and will be based in Hunt Valley, MD.
Responsibilities
· Litigation:
o Represent and counsel Textron Systems and its business lines in all phases of litigation matters.
o Work with and oversee outside counsel to ensure alignment with business objectives.
o Review and help prepare pleadings, motions, and discovery requests/responses.
o Prepare for and attend mediations, court hearings, and trials.
o Keep internal business teams updated on the status of and strategy for litigation matters.
· Corporate Governance:
o Provide advice, guidance, and support on corporate governance matters.
o Assist in the preparation and review of corporate filings, resolutions, and related documents.
o Ensure compliance with corporate governance-related regulatory and legal requirements.
· Commercial Transaction Support:
o Work with business partners and other members of the Legal Department to identify legal risks and issues in commercial proposals and ongoing programs.
o Perform legal review of contract terms and conditions for a wide variety of domestic and international agreements.
o Support complex transactions for Textron Systems’ programs and businesses in the U.S. and abroad.
o Participate in negotiations with customers, suppliers, and business partners.
· Other:
o Provide training to various departments and teams on litigation and corporate governance topics.
o Provide advice on FAA regulatory matters.
o Stay up to date on relevant changes in laws, regulations, court rules, and policies.
