Job Responsibilities
- Assist in the assignment and allocation of Program and Project Managers to execute contract work orders and holds the Program team accountable for cost, schedule, performance and quality requirements of the programs and associated Contract Line Items. Ensures the team is performing to tasks effectively and within objectives identified.
- Manages all phases of the program, from inception to completion and monitors adherence to established program management processes for execution.
- Establishes milestones, master schedules, program financial baselines and monitors adherence to master plan/ schedule and financial baseline.
- Responsible for coordination and timely execution of all program related activities.
- Participates, with Electronic Systems Contract Manager, in negotiation of contracts/contract changes.
- Develops capture and negotiation strategies for key pursuits and proposals.
- Leads all internal and external project reviews to include discussions relative to cost, schedule and/or performance.
- Responsible for programs risk management.
- Responsible for the teams execution in a matrix organization that supports production, deployed products, product development and design concepts, criteria and engineering efforts for product research, development, import/export shipping, ITAR compliance, integration and test.
- Identifies program problems and determines solutions, such as allocation of resources or changing specifications/ procedures.
- May act as a program capture lead.
- Coordinates preparation of proposals, additional work requests, business plans, work statements and specifications, operating budgets and financial terms/conditions of contracts, and manages primary sub-contractors.
- Works with Integrated Supply Chain leaders for the facilitation of vertically integrated production and delivery of various end products.
- Ensures enterprise leadership is updated on significant program issues and ensures company direction and strategies are known and executed.
- Works with Business Development to develop new business or expand product line with current and potential customers.
- Analyze capture and execution decisions for impact on profitability of the overall EW Simulation business portfolio.

About This Role
The Associate Program Master Scheduler is responsible for development, coordination, and implementation of the Program Master Schedules and their integration into the program work products. The position will be a part of the program team and work day-to-day with the program managers and control account managers.
- Develop and maintain the Program Integrated Master Plan/Schedule associated with the entire project lifecycle from RFP to program closeout that are compliant to applicable DIDs, PASEG, GASP and WBS Standards
- Lead regular status review meetings to capture accomplishments, resource and duration adjustments as well as maintaining interdependencies
- Ensure integration and synchronization of cost and schedule data
- Advises the Program Manager and Control Account Managers on schedule performance, forecasts, and risks
- Identifies, negotiates, and resolves conflicts between the stakeholders in the scheduling process
- Participate in external and internal reviews of the schedule, including surveillance and audits
- Other duties as assigned

Job Summary:
This position is responsible for aiding the Sr. Project Manager in managing the implementation of operational/capital projects. The Associate Project Manager will be responsible for working with a variety of different internal and external teams to include manufacturing suppliers, internal manufacturing, engineering, logistics, sales, and quality control. This position is responsible to ensure that processes and products meet quality standards and are delivered on time so customer delivery dates and AOP goals are achieved.
Job Responsibilities:
- Manage annual Capital projects.
- Communicate with key stakeholders to determine project requirements and objectives.
- Develop detailed project plans with both internal and external supplier manufacturers, logistics processing time, quality control and testing, customer inspection, and inspection.
- Assign duties and responsibilities to project teams.
- Review project schedules to ensure projects are on schedule and deadlines are met.
- Provide frequent communication and project status updates/presentations to key stakeholders, project teams, and leadership as needed.
- Work closely with engineering and manufacturing teams to determine how to improve efficiency and manufacturability.
- Organize and oversee implementation of new production methods and processes to include manpower and shift schedule recommendations.
- Work closely with other departments to identify any issues with project schedules or materials.
- Coordinate with vendors to ensure materials and machinery are delivered within specifications.
- Facilitate cross-functional teams to ensure successful planning of production activities to include purchasing supplies, staffing, and setting up machinery.
- Carefully monitor cost incurred by staff and suppliers and check against established budget.
- Monitor performance of project teams, provide feedback, schedule, and facilitate project meetings.
- Prepare professional and easy-to-understand project communications for distribution to employees, internal customers, and suppliers.

About This Role
The Aftermarket Project Manager is a key player, working in a team environment, to support customers after the initial sale of an Electronic Systems product.
This role reports into the Aftermarket Program Management team and works closely with the Engineering and Operations teams to execute Aftermarket upgrade/repair/calibration services. Additionally, they aid in Aftermarket sales forecasting and spares planning.
This role is required to lead cross-functional teams to propose, contract, expedite and control multiple Aftermarket projects in order to meet or exceed our customers’ expectations. This includes but is not limited to customer interface, quoting, project planning, risk identification and mitigation, on-time-delivery, financial management and reporting. This is a career progression position into Program Management or Business Development.
Responsibilities:
- Coordinating all aspects of Aftermarket operations, including but not limited to repair work and spares delivery.
- Reviewing and directing cross functional team member tasks such as engineering, procurement, manufacturing, quality control, logistics, and administrative functions.
- Supporting quoting and proposal activity; statements of work and specifications for customer support requests for designated product lines, working closely with Program Managers and the Contracts team
- Assisting with sales forecasting, spares forecasting, and securing spares on a Company Risk Funding to anticipate and respond to customer product support requirements

Description
Textron Systems is looking for a Sr. Program Manager to support its growing Electronic Systems business, specifically the EW Simulation business. This role provides leadership for the Program Management staff, is accountable for execution on all contracts within the EW Simulation business line in accordance with the Annual Operating Plan, Long Range Plan and contract requirements. The Program Scheduler will be responsible for developing, maintaining, and reporting on the Integrated Master Schedules (IMS) for small, medium, and large projects. This position involves scheduling the research and development of Strategic and Tactical systems.

•Working closely with the Program Manager to develop program plans from customer solicitation documentation and the Textron defined scheduling practices
•Develop the detailed IMS schedule in accordance with Textron scheduling standards and program requirements that captures all tasks required to execute the program
•Maintain schedule status including accurate depiction of key characteristics such as schedule baseline, critical path, baseline execution, late/early tasks, and forecasting
•Work closely with and collect schedule status from the program team and subcontractors to ensure on time delivery of the time phased work
•Integrate and understand subcontractor plans and schedules into the IMS
•Identify and recommend alternative solutions to resolve conflicts and scheduling slips
•Able to support Monthly program reviews with senior leadership and report on optimistic, expected, and pessimistic scheduling forecasts
•Perform impromptu scheduling and resource planning

Textron has a need for a full-time, Subcontracts, Program Manager with greater than 10 years of experience in management of Defense Weapon System subcontractors. The candidate should have demonstrated advanced level capabilities in Program and Integrated Supply Chain Management. This position requires that the candidate be a US citizen with or capable of receiving in short time frame (reinstatement), a secret level security clearance with ability to obtain Top Secret clearance.
Major Position Responsibilities:
The successful candidate will have the ability to manage a diverse subcontractor base and have the primary responsibilities not limited to the following:
- Managing the financial, technical, and schedule performance of all critical program subcontractors on the program.
- Collaborate with the Integrated Supply Chain Organization in establishing and qualifying key suppliers.
- Perform Control Account Manager responsible for program subcontract management budget including development of budgetary baseline, review of actual costs and determine variance analysis, monthly Latest Revised Estimate updates and Estimate At Complete analysis
- Collaborate with development team/Program Management to assure DFx features are embedded in the product being procured.
- Experience with product qualification processes such as PRR, First Article Test, Manufacturing Prove-Out and Test Prove-Out
- Experience working within various program phases including prototype development/ production, Qualification, Low-Rate Initial Production and Full Rate Production programs.
- Follow management program processes, plans and procedures to ensure program executes based on AS9100 Quality certification requirements and Textron best practices.
- Develop plans to promote cost reduction initiatives and performance improvements (technical and quality).
- Perform risk analysis and develop mitigation plans and develop solutions to problems utilizing ingenuity, creativity, and innovation.
